You should have around 140-150 troops by the time you get around clan tier 4. 160-170 when you get to tier 5. Troop limit increases when you reach higher clan tiers. You should be able to increase it from high charm I believe. Not sure but it goes up for me after I fight lords and win. I always release them so I get charm for it. Your party size limit increases by 15 troops each time you level your Clan Tier. Sometimes, the lords will be willing to pay you to join your faction. Other times (more common), you'll need to pay anywhere from 100k to over 2 million. This can be circumvented by recruiting lords with the Honor trait or by recruiting lords with which you have >30 relation (as of 1.4.0). These lords will join you for free.
